Should driving while talking on a cell phone be outlawed? 
Submitted by Soup.   Outlawed no, Restricted yes. I use my cell in the car daily however I do use a hands free device. The problem is that most poeple lack the control to not answer the phone when it ring or not to dial their friends while speeding, eating a burger, and driving with their knee through a constuction zone.
